People often ask “who owns this fence?”. In Seattle, and many other municipalities, the “finished” side of the fence must face out, so that is the first step to determining ownership. When a new fence is required, I suggest talking to the neighbor on the other side of the fence, they too will benefit from a new fence, often the expense can be shared.
